MEMO: NSDP 2020 First in the West Virtual Caucus

To: Interested Parties

From: Alana Mounce, Nevada State Democratic Party Executive Director

Date: July 8, 2019

Subject: NSDP 2020 First in the West Virtual Caucus

The Nevada State Democratic Party created a uniquely Nevada caucus process–one that represents how we vote and the communities we live in. We expanded our caucus process by offering four days of in-person early voting, two days of virtual caucuses, and multilingual presidential preference cards that include English, Spanish and Tagalog.

Previous NV Caucus Process:

  • The NSDP allows those who wish to participate, but aren’t yet registered Democrats the ability to register with the Democratic Party the same day they participate in the caucus.
  • With the help of the Culinary Union Local 226, the State Party hosts caucus sites on the Las Vegas Strip to ensure our hospitality workers have the opportunity to participate.
  • Nevada’s Latino community makes up nearly one-third of our population so we offer bilingual preference cards for participants in English and Spanish.
  • Caucus sites are run by temporary precinct captains who are elected permanent captains at the beginning of the caucus process on Caucus Day.

New NV 2020 Caucus Process:

  • The NSDP is expanding upon Caucus Day to include four days of in-person early voting to accommodate those unable to attend on February 22, 2020.
  • The State Party will also offer two days to participate in a virtual caucus for those who can’t attend in person.
  • We will maintain our tradition of hosting precinct caucuses and at-large caucus locations on the Las Vegas Strip.
  • We will also continue to offer same-day registration to those who wish to participate but aren’t yet registered Democrats.
  • We will expand upon our bilingual preference cards to include a third language, Tagalog, to accommodate our growing AAPI community.
  • The NSDP will publicly release raw vote totals per candidate on Caucus Day and have the ability to hold a recanvass or recount if necessary.

2020 Virtual Caucus Outline

Nevada Democrats will now have the convenience of expanded voting options. They will be able to participate virtually or in-person leading up to Caucus Day. In creating an in-person early voting period and offering a method for participating from home, the 2020 caucus process will be more accessible and open.

  • Sunday, February 16, 2020 – Monday, February 17, 2020
  • Participants must be a registered Democrat in Nevada by November 30, 2019
  • Participants must sign up for the virtual caucus through NV Dems between January 1, 2020 at 9:00 a.m. and January 15, 2020 at 5:00 p.m.

The State Party is committed to operating in a transparent and open manner. During our virtual caucus period, we will not release any vote totals publicly–all results will be made public at the conclusion of Caucus Day. For the first time, the State Party will now release raw alignment totals per candidate and will have the ability to hold a recanvass or recount if necessary.

Virtual caucus participants will have their voices counted alongside their neighbors at their precinct location, allowing every caucus-goer–however they choose to participate–to be counted equally.

Step-by-Step Process:

  1. Virtual Caucus participants must register as a Democrat by Nov. 30, 2019 and sign up with NV Dems to take part in the virtual caucus during the registration period.
  2. Upon signing up, virtual caucus-goers will receive unique login credentials and a dial-in number.
  3. On either Sunday or Monday, participants will dial the number provided using a cell phone, landline, or voice over internet protocol (VoIP) service.
  4. Indicate their preferred language: English, Spanish or Tagalog
  5. Enter and confirm their preferences for Democratic nominee at each step.
  6. Confirm their final selections with the ability to edit and submit their final presidential preference choices.
