While the bill was improved in the Senate, Senator Reid, scared of risking a fight and not looking good is dumping millions of unemployed from the stimulus plan, a group most likely to spend, i.e. stimulate, the economy. He says, "it's the best I can do". The President always says that, but the difference is he says it after he wins.
