			<description>President Bush urged the Senate to pass his stimulus bill quickly. While the bill was improved in the Senate, Senator Reid, scared of risking a fight and not looking good is dumping millions of unemployed from the stimulus plan, a group most likely to spend, i.e. stimulate, the economy. He says, &quot;it's the best I can do&quot;. The President always says that, but the difference is he says it after he wins. Why do democrats say it before they are planning to lose? - LB</description>
